Mobile Delivery for Homebound Patrons Elgin County Library in partnership with the West Elgin Community Health Centre (WECHC) and VON Canada offers Books 2 Go, a FREE service that delivers library materials to those in need. Who is eligible? - Seniors 55 years of age or older
- Adults with a disability age 18+
- Those who are temporarily homebound and requiring support due to injury or illness.
