New Library/Park Project Updates
Ballot Language for the New Library Project has been approved by the Lyon Township Board. What's next?

The Lyon Township Board of Trustees and the Lyon Township Public Library Board of Trustees have been planning a joint new Library and Township Park project for the past several months.

The final Library/Park project plan was approved by the Lyon Township Public Library Board on Tuesday, June 28 and the Township Board approved the project on Tuesday, July 5--also voting to contribute 2.5 million toward the initial infrastructure costs for the joint project. With approval of the project plan and financial commitments from both boards, the Library Board was able to move forward with ballot language for the November 8 election for the new library construction portion of the project.

On Tuesday, July 27, the Library Board passed a resolution requesting assistance of the Charter Township of Lyon for acquisition, construction, and financing of public library improvements and approving proposition. This request was presented to the Lyon Township Board on August 3, asking for approval with the intent of going on the November 8 ballot for a bond to build a new library as part of the Library/Park project. The Township approved the request--committing to $2.5 million dollars for shared infrastructure costs and approving the ballot language for a millage for the new library's construction. The approved millage will be for 0.4677 mills the first year, and an annual average of 0.3931 mills after that. It is for a bond covering a total of $13 million for 30 years.

Thanks to the South Lyon Herald and reporter Susan Bromley for their coverage of the New Library Project in the article, "Lyon Township voters will be asked on November ballot if they support tax for new library"

The article discusses the New Library Project, the Township's contributions to infrastructure costs, and estimated taxpayer costs. Keep reading below for the full article:

Voters in Lyon Township will be asked in November whether or not they will approve almost a half-mill tax levy construction of a new library.

The request is currently anticipated to be .4677 mills; with ballot language to be formally approved at the township board’s Aug. 3 meeting.

The board recently committed $2.5 million toward sharing infrastructure costs with the library if the millage passes. The new library would be constructed on township-owned land at 11 Mile and Milford roads, site of a planned township park.

“We are super excited they worked with us to come up with this multi-use site,” Library Director Holly Teasdle said. “I think it brings together a lot of features and amenities. People want a new park, a new library. They want a place to meet with their neighbors. It will be a great destination for people in the township. Its great to have all elected officials of Lyon Township working together to come up with this great plan for the township.”

The millage would fund repayment of $12.5 million in bonds over 30 years for construction of a 19,000-square-foot library.

“We did want to keep the price low for the taxes for the residents,” Teasdle said. “We really see this as an investment for the community, and we thought that keeping the amount of taxes at the lowest amount would be what the voters would be interested in.”

The estimated cost to a taxpayer with a $500,000 home (taxable value of $250,000), would be $117 per year, she added.

Teasdle is optimistic about the new library proposal, six years after a larger library bond proposal failed by a 635 vote margin to put a 24,000-square-foot facility on property adjacent to Abbey Park at Mill River. A library replacement millage also failed on that ballot by a slightly smaller margin. The two proposals combined would have raised taxes by more than 1.5 mills.

This time around, the proposed library is 5,000 square feet smaller and on a different piece of property, for about a third of the tax increase on property owners..

The new library’s design by Quinn Evans Architects is no less exciting to Teasdle, who currently offers library services out of a 6,000-square-foot building for a community that has more than 23,000 residents.

The proposed 19,000-square-foot facility would have its own children’s section, adult section, teen room, private study rooms, a Friends of the Library book shop, a genealogy/history room, and a drive-through for pick-up and drop-off of materials.

“We paid attention to what people wanted in a library and were also reactionary to what people said in 2016 when we didn’t succeed,” Teasdle said. “It’s a flexible space so we can change and adapt through time. We’re really just trying to build a community hub that we think Lyon Township really needs.”
